Consultancy to Design and Deliver Two (2) One-Day Advocacy Workshops for Fishers

BACKGROUND:            

Oceana is implementing an advocacy initiative aimed at strengthening the capacity of fishers to effectively engage in advocacy processes related to marine conservation, fisheries management, and policy decision-making. As part of this effort, the organization seeks to engage a qualified consulting firm to design and deliver two (2) one-day advocacy workshops targeting fishers from selected coastal communities. The workshops will focus on building practical advocacy skills, improving understanding of policy and decision-making processes, and empowering participants to confidently represent their interests in national and local forums.

OBJECTIVE:

The overall objective of this consultancy is to design and facilitate two (2) interactive, one-day advocacy workshops tailored to fishers. One workshop should be held in Belize City, and the second location can be decided in discussion with project team.

Specific objectives include:

  1. Strengthening participants’ understanding of advocacy concepts and strategies
  2. Building practical skills for engaging decision-makers and institutions
  3. Enhancing participants’ confidence to participate in policy and management discussions
  4. Collecting accurate participant data to support monitoring, evaluation, and reporting requirements

SCOPE OF WORK:

The consulting firm or individual will be responsible for the following:

1. Workshop Design and Preparation

  • Design a participatory, fisher-appropriate advocacy workshop curriculum for a one-day session
  • Adapt content to reflect the local fisheries, policy context, and literacy levels of participants
  • Develop training materials, including presentations, handouts, and group exercises
  • Coordinate with Oceana to finalize workshop agendas, locations, and logistics

2. Facilitation and Delivery

  • Recruit and contract a qualified Lead Facilitator with demonstrated experience in advocacy training, adult learning, and community-based work
  • Ensure the Lead Facilitator delivers both workshops to maintain consistency
  • Facilitate two (2) one-day workshops using participatory and inclusive methods
  • Support and enable meaningful engagement and dialogue among participants

3. Participant Data Collection and Documentation

  • Design and administer participant registration forms
  • Collect accurate participant data, including (at minimum):
  • Name
  • Gender
  • Community
  • Fishery or livelihood type
  • Contact information
  • Administer pre- and post-workshop assessments or evaluations, as agreed
  • Ensure participant’s written approval to capture images of participants
  • Ensure informed consent and confidentiality of participant information

4. Reporting

  • Prepare a brief report for each workshop, including:
  • Overview of activities conducted
  • Number and profile of participants (disaggregated by gender and community)
  • Key discussion points and outcomes
  • Participant feedback and lessons learned
  • Submit a final consolidated report covering both workshops
  • Work closely with the Fisher’s representatives and the Oceana team; and participate in meetings to share progress of activities as agreed.

DELIVERABLES:

The consultant shall provide the following:

  1. Workshop curriculum and agenda (submitted in advance for approval)
  2. Training materials (presentations, handouts, exercises)
  3. Completed participant registration forms and datasets
  4. Pre- and post-workshop evaluation results
  5. Two brief workshop reports
  6. One final consolidated report

TIMELINE:

The consultancy is expected to be completed over a period of approximately 2 months, including preparation, delivery of the two workshops, and reporting.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

The consultant or consulting firm should demonstrate:

  • Proven experience delivering advocacy or capacity-building workshops for community groups, preferably fishers or coastal communities
  • Strong understanding of fisheries, marine conservation, or natural resource governance
  • Experience in adult learning and participatory facilitation
  • Capacity to collect, manage, and report participant data accurately

The proposed Lead Facilitator should have:

  • Demonstrated experience facilitating advocacy or policy-related workshops
  • Strong facilitation and communication skills
  • Fluent in English and Spanish, with demonstrated experience delivering workshops, presentations, and trainings in both languages.
  • Experience working with fisherfolk or grassroots communities
